In 1913, California became the first state to make Cannabis illegal. A couple of years later several other states followed. Yet, the rest of the country kept producing Cannabis until the Marihuana Tax Act of 1937, which set a very high tax and strict regulations for growing Cannabis and made growing Cannabis impossible. Then, Marijuana became illegal under the Controlled Substances Act of 1970 after the Leary v. United States (1969) brought up the unconstitutionality of the Marihuana tax Act of 1937. Since then, we have spent billions of dollars trying to catch people with Cannabis and destroy all Cannabis crops. In 2010, over 800,000 people were arrested for a Cannabis related offense.
